The mission of the Department of Finance and Administration is to provide Arkansas citizens convenient, effective, and courteous service which will encourage voluntary compliance with tax, license, and child support laws.

Summary

The DFA Revenue Supervisor is responsible for overseeing the work activities of incumbents in examining evidentiary records, contracts and/or tax returns, or providing child support case management activities. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises a medium-sized professional, technical, and administrative support staff by interviewing applicants, making hiring and termination recommendations, assigning and reviewing work, and training and evaluating the performance of incumbents. Monitors collection and processing activities by reviewing financial reports and information on a daily basis to ensure section compliance with laws, regulations, and procedures. Delivers technical assistance to subordinates, taxpayers, child support customers, employers, or contractors concerning procedures and problems, interprets applicable state and federal statutes and regulations, and makes decisions on contested assessments or case management problems. Recommends changes to section supervisor and manager to improve the effectiveness of the section supervised. Disseminates and discusses changes in policies, procedures and regulations with employees and informs manager of section activities. Supervises employees responsible for the receipt, reconciliation, disbursement, or deposit of funds or the provision of child support case management activities. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of supervisory practices and procedures. Knowledge of the principles and practices of accounting or bookkeeping. Knowledge of state laws governing the collection and processing of applicable state taxes or of federal and state laws governing the establishment, enforcement, and disbursement of child support obligations. Ability to plan, organize, and oversee the work of subordinates. Ability to interpret and apply rules, laws, or policies to specific situations. Ability to monitor computerized collection operations and controls, identify areas of non- compliance with law or agency standards, and recommend corrective actions. Ability to provide technical information and guidance regarding tax, motor vehicle, driver's services, child support enforcement, or other applicable laws.

Minimum Qualifications

The formal education equivalent of a high school diploma; plus three years of experience involving tax collection, processing, the administration of tax, motor vehicle, driver's services, child support enforcement, or other applicable laws or related fields, including one year in a leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
