At least 3 years demonstrated managerial/supervisory experience including oversight of lower level managers and conducting employee performance evaluations.  Experience with developing and implementing polices and procedures.  Ability to read and apply rules, regulations and guidelines.  Strong written and oral communications.  Ability to conduct webinars, workshops and training.

Summary

The Department of Finance and Administration (DFA) Assistant Intergovernmental Services (IGS) Administrator is responsible for planning and directing the statewide Intergovernmental Services Program. This position is governed by state and federal laws and agency/institution policy.

Functions

Directs the activities of a medium-sized professional staff by interviewing applicants, hiring and terminating employees, assigning and reviewing work, training, and evaluating the performance of employees. Administers various federal grant programs to comply with federal and state laws, the U.S. Department of Justice, and the U.S. Department of Health and Human Services rules and regulations. Develops and submits budget for the services administered by determining staff, material, and equipment needs and conducts short and long range planning for the office. Conducts special projects concerning Intergovernmental Services by researching and preparing reports and/or legislation at the request of the director, deputy director, or Governor on special topics. Provides for the review and comment on federal and state grant applications through the State Clearinghouse's Project Review and Notification System and administers and negotiates the statewide cost allocation plan and agency indirect cost allocation rate proposals. Develops and recommends new and revised policies and procedures for the Office of Intergovernmental Services to respond to changes in service needs, objectives, and priorities and to improve the effectiveness of the services surrendered. Provides technical assistance to agency sections and state agencies on federal grant programs to ensure the establishment of appropriate goals, the development of action steps to achieve those goals, and to assist with the grant application process. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of the principles and practices of accounting. Knowledge of federal programs, grant applications, and reporting sources and requirements. Knowledge of the programs administered by agencies of Arkansas state government. Ability to plan work unit objectives and operational activities and to assign and direct the work of lower-level supervisors and/or subordinates. Ability to interpret and apply state and federal laws and regulations governing the cost allocation and grant management process. Ability to provide technical assistance to agency administrators regarding federal grant programs and grant application processes. Ability to develop, implement, and evaluate programs to facilitate intergovernmental relations. Ability to analyze data, project outcomes, and resolve problems between state and federal agencies regarding cost allocation principles and grant processes.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in public administration, management, urban regional affairs, political science, or a related area; plus six years of experience in federal grants management, including three years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
