This position will function as the Recruitment Specialist and plays a big part in supporting various divisions within DHS by helping them fill their vacant positions.

•    Administration experience with progressively more responsibility in a managerial capacity
•    Prior experience developing, applying, and evaluating recruitment efforts. 
•    Strong communication skills.
•    Strong multi-tasking ability to effectively manage simultaneous candidate pipelines for different requirements within multiple settings.
•    Willingness and ability to travel in state.

Summary

The Development Specialist is responsible for organizational fund raising and promotional programs and activities. This position is governed by state and federal laws and agency policy.

Functions

Supervises subordinate staff engaged in promotional and fund raising activities by establishing work plans, staff assignments, resolving problems, and evaluating employee performance. Develops, coordinates, implements, and evaluates programs and events, including marketing strategies, education workshops, fund raising events, membership development drives, guest lectures, and facility tours. Advertises programs and events through publications, audiovisual presentations, media releases, and seminars or workshops. Recruits, trains, and coordinates volunteers to assist with special events and projects. Oversees fund raising activities by developing funding proposals and structures, identifying funding sources, soliciting funds, maintaining computer database donor and prospective donor files, and preparing grant applications. Maintains organizational website by designing images and links, developing maintenance plans and schedules, and monitoring expenditures. Assists upper level management in developing long range plans, preparing budget information, and implementing policies and procedures. Serves as liaison between staff and governing board and commission members. Performs other duties as assigned.

Ability to supervise a subordinate staff in promotional and fund raising activities. Ability to communicate with donors and/or prospective donors regarding solicitation and use of funds.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in public relations, marketing or a related field; plus three years of experience in public relations, fundraising or a related area, including one year in a supervisory or leadership capacity.
