This position is responsible for monitoring compliance of ABC early care and education programs. This position is governed by state and federal laws and agency/institution policy.  The ABC program specialist organizes, plans, and implements technical assistance/staff development for ABC programs via site visits, group or individual training, data management, and/or communication systems; develops and maintains tracking log for each ABC program in order to show history of monitoring compliance and/or citations; processes requested documents and communication to ABC programs that support quality services provided to children and families; reviews cases and coordinates plans of action in consultation with immediate supervisor/administrator and service provider; coordinates efforts with early care and education partners; communicates effectively to program providers in oral and written form on program requirements, laws and regulations.


Preferred Qualifications:

The formal education is equivalent to a bachelor's degree in early childhood education, social work, psychology, child and family development, or a related field; plus one year of experience in an ABC early care and education program, a social service program, or a related field. Must possess a valid Arkansas driver's license.

The Child Care Service Specialist is responsible for monitoring compliance of child care facilities and providing technical assistance to facility operators. This position is governed by state and federal laws and agency/institution policy.


Inspects and evaluates existing and proposed child care facilities to monitor compliance with state and federal laws and regulations. Provides technical assistance to facility operators by conducting workshops, answering inquiries, and providing child care related information. Recommends licensure, re-licensure with provision, and denial or revocation of license for facilities to Child Care Facility Review Board. Investigates and documents abuse and/or neglect or licensure complaints in conjunction with social service personnel, when necessary, to determine credibility. Informs and explains deficiencies requiring corrective action to facility operators, determines a recommendation for appropriate corrective action, establishes time frames for corrections and examines whether corrective action occurred. Prepares and maintains a case file on each facility and compiles the data into a monthly report. Works with the division and information technology group to maintain data regarding child care licensing. Performs other duties as assigned.



Knowledge, Skills and Abilities

Knowledge of state and federal laws and regulations relating to child care facilities. Knowledge of agency, local, and state resources applicable to child care. Ability to inspect and evaluate child care facilities. Ability to identify deficiencies and provide technical assistance to child care operators. Ability to investigate complaints and recommend appropriate action. Ability to prepare and present information and reports in oral and written form. Ability to maintain case files and related documentation.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in social work, psychology, or a related field; plus one year of experience in social services or a related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
