Job Summary

The Chief Information Officer I is a senior leadership position within a small department/agency responsible for overseeing the development, management, and execution of the state’s information technology strategy. This role ensures that the state’s IT systems and infrastructure support the delivery of government services in an efficient, secure, and innovative manner. As the CIO, you will collaborate with state agencies, senior leadership, and external stakeholders to align technology initiatives with state priorities, optimize IT resources, and foster a culture of continuous improvement.

Primary Responsibilities

Lead the development and execution of the state’s IT strategy, aligning technological initiatives with the overall goals of the state government. Provide vision and direction for long-term IT planning to ensure the state’s technology infrastructure is future-proof, efficient, and innovative. Oversee the creation and enforcement of IT policies, procedures, and governance structures to ensure consistency, compliance, and security across all state systems. Ensure that all IT operations align with state, federal, and industry-specific regulations. Supervise the department/agency IT infrastructure, including hardware, software, cloud platforms, and network systems. Ensure that IT infrastructure is secure, scalable, and capable of supporting the demands of state government operations. Oversee the development and implementation of a comprehensive cybersecurity strategy. Ensure that the department/agency’s IT systems are protected from cyber threats and that the state’s data is secure. Manage IT risk assessment and mitigation strategies to reduce vulnerabilities. Develop and manage the IT budget for the state, ensuring resources are allocated effectively. Monitor spending, evaluate cost-effective solutions, and identify opportunities for financial efficiency while maintaining high-quality IT services. Lead and manage the IT department/agency, providing mentorship and professional development opportunities to IT staff. Ensure that the department/agency is staffed with skilled professionals and create a work environment that promotes collaboration and high performance. Oversee the planning and execution of large-scale IT projects, including the deployment of new systems, software, and infrastructure upgrades. Ensure that all projects are completed on time, within scope, and on budget.

Knowledge and Skills

Ability to think strategically about how technology can enhance the effectiveness and efficiency of state government operations. Experience in aligning IT strategies with broader organizational goals and objectives. In-depth knowledge of IT systems, infrastructure, and applications. Expertise in areas such as cloud computing, enterprise resource planning (ERP), cybersecurity, data management, and emerging technologies. Strong skills in managing complex IT projects, including planning, execution, resource allocation, and risk management. Familiarity with project management methodologies (e.g., Agile, Waterfall). Advanced understanding of cybersecurity principles, practices, and tools. Proven experience in managing IT security and risk mitigation strategies in large-scale organizations. Experience in managing IT budgets, allocating resources, and optimizing IT spending to achieve maximum efficiency. Ability to identify cost-effective solutions without compromising quality or security.

Minimum Qualifications

A Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field is required, plus five (5) years of experience in IT management, including experience in system administration, project management, and team leadership.

Method of pay is direct deposit. Checking or savings account is required if hired.



7% Mandatory contribution to AR Teacher Retirement System is required if hired.

 

 

Employees hired or rehired in 2014 or later will be automatically enrolled into the Arkansas Diamond Deferred Compensation 457 Plan with a 3% automatic deduction. If you do not wish to participate, you have 90 days from your first deduction to opt out.
