The Chief Fiscal Officer oversees our fiscal section and HR section.  The Arkansas Public Service Commission is a 100% Special Revenue agency, which is funded by assessments on utilities and common carriers.  The CFO oversees this annual assessment.

Job Summary

The Chief Fiscal Officer I (CFO I) is a senior leadership role within a small to medium size department responsible for overseeing all financial management, budgeting, accounting, and fiscal policy for the department within the State of Arkansas. The CFO I will ensure that the department's financial resources are effectively managed in compliance with state laws, regulations, and policies, while providing strategic guidance on financial decision-making to the department’s leadership team. This position plays a crucial role in driving financial transparency, accountability, and efficiency across the department.

Primary Responsibilities

Lead the development and implementation of the department’s long-term financial strategy, aligning fiscal policies with departmental goals and objectives. Provide recommendations to senior leadership on budgeting, financial forecasts, and resource allocation. Oversee the preparation, submission, and management of the department’s annual budget, ensuring alignment with departmental priorities and compliance with state budgetary processes. Monitor budget performance and adjust as needed to ensure fiscal stability. Develop and manage the preparation of monthly, quarterly, and annual financial reports for internal stakeholders and external entities such as state agencies, auditors, and the public. Provide detailed financial analysis and advice to leadership on variances, financial trends, and cost-saving opportunities. Ensure the department complies with all state and federal regulations related to budgeting, accounting, and financial reporting. Oversee the implementation of internal controls, audits, and fiscal policies to maintain financial integrity and transparency. Lead, manage, and mentor a team of finance professionals. Oversee the day-to-day financial operations of the department, including accounts payable, accounts receivable, payroll, and financial transactions. Ensure the efficiency, accuracy, and timeliness of financial processing and reporting.

Knowledge and Skills

Extensive experience in financial planning, budgeting, forecasting, and risk management. Strong ability to align financial strategies with the department's goals and overall state objectives. High level of attention to detail, ensuring financial reports and documents are accurate and compliant with applicable laws and regulations. Strong analytical skills, with the ability to identify financial issues and provide strategic solutions. Proficient in conducting financial analysis and recommending adjustments to ensure financial health. In-depth understanding of Arkansas state fiscal policies, budgeting procedures, and financial regulations.

Minimum Qualifications

A Bachelor’s degree in Accounting, Finance, Business Administration, or a related field is required, plus five (5) years of experience in financial management, budgeting, or accounting
