Job Summary

The CDL Examiner is responsible for conducting commercial driver’s license (CDL) testing and evaluations to ensure applicants meet Arkansas and federal safety standards for operating commercial motor vehicles. This position involves administering knowledge and skills tests, verifying applicant qualifications, and ensuring compliance with state and federal Department of Transportation (DOT) regulations.

Primary Responsibilities

Administer knowledge (written) and skills (road) tests for CDL applicants in accordance with Arkansas and Federal Motor Carrier Safety Administration (FMCSA) standards. Evaluate driver performance in pre-trip inspections, basic vehicle control, and on-road driving tests. Ensure applicants demonstrate proficiency in maneuvering, defensive driving, and adherence to traffic laws. Verify applicants meet eligibility requirements, including age, medical certification, and prior driving record checks. Maintain accurate and detailed records of test results, applicant qualifications, and any required retesting procedures. Ensure testing procedures comply with Arkansas state regulations, FMCSA guidelines, and DOT policies. Uphold high safety standards to assess an applicant’s ability to operate commercial vehicles, including tractor-trailers, buses, and hazardous materials transport. Ensure that only qualified and competent drivers receive CDL endorsements. Identify potentially fraudulent activity and report any irregularities to law enforcement or regulatory bodies. Provide clear instructions and feedback to applicants regarding testing procedures, expectations, and results. Communicate professionally with applicants, commercial driving schools, law enforcement agencies, and state regulatory officials. Address applicant inquiries regarding CDL licensing, testing policies, and regulatory changes. Ensure testing vehicles meet safety requirements and are properly maintained for examination use. Assist with the setup and maintenance of CDL testing sites, including signage, test course layout, and compliance with safety regulations. Report any testing facility issues or safety concerns to the appropriate department.

Knowledge and Skills

Strong understanding of commercial vehicle operation, traffic laws, and FMCSA regulations. Ability to assess driving skills, situational awareness, and vehicle control objectively. Ability to evaluate vehicle inspections, air brake functionality, and emergency procedures. Ability to assess applicant driving behavior in real-time and make fair, consistent, and unbiased determinations. Sound judgment in identifying unsafe practices and enforcing testing standards. Strong attention to detail in recordkeeping and reporting. Excellent verbal and written communication skills for providing clear instructions and feedback. Strong interpersonal skills for interacting professionally with applicants, colleagues, and law enforcement. Ability to handle challenging situations with patience, fairness, and professionalism. High ethical standards and commitment to impartial CDL testing and licensing. Ability to enforce safety regulations without bias or outside influence. Awareness of confidentiality requirements related to applicant information and test results.

Minimum Qualifications

At least two years of experience in commercial driving, transportation safety, CDL training, law enforcement, motor vehicle regulatory work, or a related field.

Licensure/Certifications

Must possess valid Class A Commercial Driver’s License with no disqualifying restrictions. Must meet Federal Motor Carrier Safety Administration (FMCSA) medical certification requirements. Must complete CDL Examiner training and obtain certification before conducting official testing. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
