Preferred Qualifications:
5+ years experience in criminal investigations and/or narcotics diversion. Strong report writing, communication, presentation, and interview skills. Bachelors degree preferred. Experience in Excel, Word, and Power Point. On call availability with travel and short notice response may be required. All equipment is provided by the agency.    

 

Agency/Position Specific:
This position is assigned to the Criminal Investigations Division as an Investigator. The duties include investigating violations of tobacco, alcohol, and medical marijuana laws. You do not need to be currently employed as an agent to apply. Must be a fully certified CLEST accredited law enforcement officer.

Summary

The Arkansas Tobacco Control (ATC) Senior Enforcement Agent is responsible for supervising ATC Enforcement Agents and enforcing Arkansas tobacco laws. This position is governed by state and federal laws and agency policy. 

Functions

Oversees ATC Enforcement Agents within an assigned region of the state, including training new agents, certifying agent certification and continuing education, reviewing narrative reports, and ensuring faster inspection and response time for agents in that region. Enforces federal, state, and local laws regarding tobacco, including the sale, possession, purchase, and transportation of tobacco products. Employs basic law enforcement skills, observes activity occurring in the area of assignment, and is alert to acts which may result in tobacco law violations or any other serious crime. Responds to reports of a crime in progress, conducts a crime scene assessment, intervenes to terminate criminal acts or to investigate and initiate appropriate actions, and issues summons or citations for misdemeanor crimes or violations, as prescribed in the agency rules, regulations, policies and procedures, and applicable state law. Inspects the records of permit holders to ensure compliance with Arkansas tobacco laws, including compliance checks to enforce underage sales of tobacco products; conducts inspections of permitted businesses for violations of state laws and writes violation reports for illegal activities at permitted outlets. Oversees appropriate agency billing on a weekly/monthly basis for activities in the assigned state region, including review of timesheets and reimbursements for travel and evidence purchases. Performs other duties as assigned.

Dimensions

Occasional in-state travel and carrying and use of a firearm while on duty is required. 

Knowledge, Skills and Abilities

Knowledge of law enforcement operating standards and procedures. Knowledge of surveillance and investigative techniques. Knowledge of basic state and federal tobacco laws. Knowledge of budget management and agency purchases. Ability to qualify with a firearm as required by agency manual of rules, regulations, policies and procedures. Ability to operate a motor vehicle. Ability to perform investigations and make arrests. Ability to secure and document evidence of crimes and civil violations. Ability to prepare and present oral and written information and reports. Ability to use covert audio and video surveillance equipment, including body wire. Skilled in the operation of firearms. 

Minimum Qualifications

The formal education equivalent of a Bachelor’s degree in criminal justice, criminology, public administration or a related field; plus one year of experience in law enforcement. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Licenses

Must be certified as a Law Enforcement Officer by the Commission on Law Enforcement Standards and Training in accordance with Ark. Code Ann. §12-9-101 et seq. Must satisfactorily complete a minimum of eight hours of CLEST approved training each year of employment. Must possess a valid Arkansas driver’s license.
