Salary Range: $77,862.00 - $112,900.00

Summary

This position is responsible for managing the operations of the water division. This position is governed by state and federal laws and agency policy.

Functions

Provides direction to managers within the section by interviewing and recommending for hire, providing assistance to staff in resolving work problems, approving personnel actions, evaluating the performance of incumbents and ensuring objective performance appraisal. Plans, coordinates and directs the water pollution control and ecology operations to establish operational priorities, coordinates operations with other functions within the agency and ensures program objectives and standards are established consistent with overall goals. Directs and coordinates the implementation of water division programs by developing short and long-range plans to ensure compliance with state and federal laws and regulations. Develops and recommends staff material and equipment needs for water division operations to contribute to the formulation and justification of budgetary requests. Develops, evaluates, and interprets new and revised rules, policies, and procedures to assess the impact of the proposals on the administrative or program systems to ensure each proposal responds to program needs and consistent with state and federal laws. Consults with and advises support staff to exchange information on and/or explain administrative and program objectives, policies, procedures and standards to identify the impact of work problems and formulate possible solutions. Makes presentations at meetings, conducts public meetings and testifies in court. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of the principles and practices of organizational management. Knowledge of the environmental impact on water quality of various agriculture, industrial and government operation/practices. Knowledge of state and federal water quality laws, rules, and regulations. Knowledge of the requirements for development, processing and administration of federal grants. Ability to plan work unit objectives and assign and direct the work of subordinates. Ability to direct, conduct, or lead inspections or investigations of alleged violations of environmental laws, rules, or regulations to determine compliance with same. Ability to analyze scientific reports and identify permit violations. Ability to write detailed scientific reports and make oral presentations.

Minimum Qualifications

The formal educational equivalent of a bachelor's degree in environmental science, ecology, or related field; plus five years of progressively more responsible experience in environmental science or a related field, including two years in a professional managerial capacity.
