Summary

The Emergency Medical Services Specialist is responsible for administering and scoring emergency medical services examinations and conducting inspections of Arkansas-licensed ambulance services, units, and resource centers. This position is governed by state and federal laws and agency/institution policy.

Functions

Administers and scores written and practical skills examinations to certify applicants for emergency medical services responsibilities. Issues certificates to applicants meeting certification requirements or re-tests applicants according to testing guidelines. Reviews and approves eligibility of applicants submitted upon completion of course from approved hospitals, schools, or colleges and sends notification to instructors when applicants are scheduled for testing. Operates computer to enter and maintain examination, certification, and inspection data. Performs regular inspections of Arkansas licensed ambulance services, units, equipment, resource centers, and emergency medical operators for compliance with standards, regulations, and appropriate certification. Provides technical assistance in the selection of instructors and training equipment for emergency procedures and techniques and the planning of course material. Compiles and submits summary reports of complaint investigations, inspections, and test results to supervisor. Receives and investigates complaints of emergency medical services deficiencies, recommends corrective action, and cites violators who do not correct deficiencies for appropriate court action. Conducts in-service training for Emergency Medical Technicians and basic and first-aid training classes for schools and community organizations to assure regulations and policies are followed. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of emergency medical care procedures. Ability to conduct inspections/investigations of ambulance services and emergency medical care personnel to ensure compliance with standards and certification. Ability to administer and grade Emergency Medical Technicians' examinations. Ability to compile data, prepare reports, and maintain computerized files. Ability to provide technical assistance in emergency medical services. Ability to conduct first aid and emergency medical services training classes.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in biology, psychology, public health, health education or a related field; plus one year of experience as an emergency medical technician or in the oversight/review of emergency medical technician functions. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Licenses

Must be certified as an Emergency Medical Technician - Ambulance Level by the Department of Health in accordance with ACA 20-13-1001. Must possess a valid Arkansas drivers license.
