Summary

The ADE Assistant to Commissioner is responsible for promoting the programs of the Department of Education to schools and the general public, performing liaison activities to various groups, and conducting and preparing studies and reports. This position is governed by state and federal laws and agency/institution policy.

Functions

Confers with education related agencies, organizations, and the general public to exchange information, and/or explain administrative and program objectives, policies, procedures, and standards, and to identify the characteristics and impact of work problems, and formulate possible solutions. Researches and evaluates educational trends, related programs, and projects to determine applicability, and recommends implementation of special and new programs by the Department of Education. Assesses impact of proposals of Department of Education staff and other educational-related agencies and organizations on current departmental practices to ensure consistency with established departmental goals and objectives, and state and federal law. Represents the agency commissioner at meetings, legislative committees, specials functions, and press conferences at the director's request. Confers with staff attorneys concerning interpretation of legislation, policies and procedures, and agency's position in litigation involving the agency. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of state and federal programs, laws, rules, and regulations governing public school programs and standards. Knowledge of public education programs. Knowledge of planning, research, and analysis techniques. Ability to evaluate the effectiveness of departmental programs and activities. Ability to analyze program problems and develop feasible solutions. Ability to communicate both orally and in writing concerning educational programs, goals, and objectives.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in education, public administration, business administration or a related field; plus six years of experience in a public school education environment. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
