Position Summary

The Rehabilitation Services Facility Specialist is responsible for monitoring and evaluating services provided by community rehabilitation programs for certification compliance. The position is responsible for planning, certifying, directing, monitoring, auditing and evaluating services provided to individuals with the most significant disabilities through external employment programs statewide for compliance. This position is governed by state and federal laws and agency policy/institution policy. Knowledge of rehabilitation programs and services. Knowledge of industrial, business, and human services within community settings. Knowledge of fiscal management principles and practices. Ability to research, analyze, and interpret survey information. Ability to develop and conduct certification surveys. Ability to provide technical assistance to providers regarding establishment, expansion, and improvement of rehabilitation facilities. Ability to communicate both orally and in writing. Extensive travel is required, including some overnights, evenings and weekends.

 

Education and Professional Work Experience

Minimum Qualifications

The formal education equivalent of a bachelor's degree in sociology, psychology, or a related area; plus, three years of experience in vocational programs or a related area.

Preferred Qualifications

Experience as: vocational rehabilitation counselor, vocational rehabilitation program assistant, or direct service provider to individuals with disabilities.

Experience with vocational rehabilitation programs and services, including services provided by Community Rehabilitation Programs and Supported Employment Providers.

One year of investigative skills.

 

Knowledge, Abilities and Skills

Knowledge of rehabilitation programs and services, including services provided by Community Rehabilitation Programs and Supported Employment as it relates to individuals with disabilities.

Knowledge of community services, labor market trends for individuals with disabilities.

Knowledge of state and federal laws regarding DOL labor and wage policies.

Knowledge of fiscal management principles and practices.

 Ability read and interprets federal/ state laws regulations in relation to agency policies, procedures, processes and job placement of individuals with significant disabilities.

Ability to plan, organize and direct the work of others.

Ability in preparation and presentation of oral, written or electronic communication.

Skills in electronic client case management software

Skills using Microsoft Office Software with extensive use of Word, Excel, PowerPoint, Access, and Adobe software.

Job Responsibilities and Expected Results

Review application submitted by external employment entities requesting ARS certification to become an External Employment First vendor: Community Rehabilitation Programs, Supported Employment Programs and External Job Placement.

Create and process certification documentation for new vendors.

Monitor statewide vendors to assure compliance, effectiveness of services and cost, assuring the program meets the required External Employment First certification/standards and determine audit issues. 

Evaluate program effectiveness through reviewing and analyzing vendor’s client records, operational records, accessibility and evaluation of the program services through onsite and desk audits.

Prepare site visit monitoring reports, and administers corrective action plan to assure compliance if determined noncompliant.

Consult and advise vendors and ARS staff on policies, procedures, issue resolutions and regulations both at the state and federal level.

Review case management system files to verify accuracy of payments by the ARS field staff and reconcile any discrepancies.

Conduct networking opportunities with individuals with disabilities, family members, guardians and others to assure appropriate services are rendered and to review the need for establishment, expansion and improvement of service vendors.

Oversight of field counselor liaison reports related to Community Rehabilitation Programs.

Summary

The Rehabilitation Services Facility Specialist is responsible for monitoring and evaluating services provided by community rehabilitation programs for certification compliance. This position is governed by state and federal laws and agency/institution policy.

Functions

Monitors statewide community rehabilitation programs to determine effectiveness of services provided by evaluating and monitoring the quality of services, recommending improvements in program/service and cost effective spending, and ensuring compliance with state and federal regulations. Conducts annual on-site recertification of community rehabilitation programs and skills training centers by reviewing and analyzing client and operational records and physical plant and contracting services, preparing comprehensive report of findings, recommending corrective action plan, and certifying facilities compliance/noncompliance status. Consults with and advises providers and agency staff on policies, procedures, and regulations to identify training needs and formulate solutions. Conducts research and provides technical assistance to community rehabilitation programs on performance-based funding software, computers, and printers. Recommends upgrades and improvements to software and assists in the acquisition of required programming. Assists in developing and recommending policies and procedures to operate and evaluate community rehabilitation programs and to improve program delivery. Performs other duties as assigned.

Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
