Position Summary

The ACOM Rehab Director of Special Programs will function as the Quality Assurance (QA) Manager and will supervise the Quality Assurance Team (QA Team).  This position requires a high level of professional experience in vocational rehabilitation programs, quality assurance case management, and policy/procedure implementation or revision.  The QA Manager is responsible for ensuring that services meet the established standards of Rehabilitation Services Administration (RSA) and the Arkansas Rehabilitation Services.

Extensive statewide travel, to include overnights, evenings, and/or weekends is required.

 

Education and Professional Work Experience

Preferred Qualification

  • Master’s degree in Rehabilitation Counseling or Counseling.
  • Experience in Quality Assurance and leadership capacity
  • Public presentation experience is desired.
  • Management and organizational skills are required, with attention to detail.
  • Strong written and verbal communication skills.
  • Knowledge of policy writing
  • Knowledge of Vocational Rehabilitation Services
  • Working knowledge in a case management system.
  • Ability to understand, adapt, and implement complex concepts from written and verbal sources.

 

Preferred KSA

  • Knowledge of state and federal laws, rules, and regulations governing social security disability. Knowledge of case management.
  • Knowledge of departmental policies, procedures, and guidelines governing social security disability.
  • Ability to plan, organize, and direct the work of others.
  • Ability to analyze medical reports and apply complex eligibility criteria to ensure quality is maintained.
  • Ability to review, organize, and present oral and written information. Ability to plan, develop, implement, and evaluate the effectiveness of social security disability programs and services.

 

Job Responsibilities and Expected Results

  1. Supervise and coordinate activities of the QA Team in reviewing, analyzing, technical assistance, training and submitting corrective actions for compliance with agency policies and procedures.
  2. Consult frequently with the Program Policy & Development Director, Commissioner’s Office, and the Chief of Field Services in confirming QA priority focus areas for review and assessment.
  3. Support the field services training team to assist with design, developing and implementing training programs to ensure training needs are met and in compliance with the state and federal regulations.
  4. Review and analyze data collected through corrective action findings to determine standards and quality of case management.
  5. Develop and formulate documented reports of findings to the required administrators, including PPD&E director, Commissioner, Deputy Commissioner, and Chief of Field Services for information and feedback.
  6. Collaborate with information case management system personnel to develop, maintain, update, and implement queries to capture valid data, easy usage and availability.
  7. The ability to formulate new tools to navigate quality assurance forms, corrective action and other forms within the case management system.
  8. Validate and monitor QA Team reviews to ensure high levels of compliance required by policy and procedure, state, and federal regulations.
  9. Learn and understand the data collection into the Case Management System via the Rehabilitation Services Administration guidelines and requirements.
  10. Provide weekly reports to regional managers on errors, anomalies and inaccuracies in the 911 report prior to submission data.
  11. Investigates complaints.
  12. Recommend strategies and changes to programs and processes to maintain consistent compliance and error reduction.
  13. Attends and participates in various of individual and agency or interagency meetings.
  14. Utilize monthly “Go to Meeting” OR “Teams Meeting” with the QA Team or as needed.
  15. Provide feedback, recommendation, and reviewing of the Policy and Procedure manual as needed.
  16. Maintain interaction with Regional Managers and Chief of Field Services, to identify critical issues and preventive measures.
  17. Complete case reviews when requested.
  18. Submit monthly report to PPD&E director, Commissioner, Deputy Commissioner, and Chief of Field Services.
  19. Prepare required federal reports.
  20. Prepare and present Quality Assurance case management findings, data analysis, policies and procedures to Senior management and field services.
  21. Performs other duties as assigned

Summary

The Rehabilitation Director – Special Programs is responsible for planning, directing, managing, and coordinating the division’s management services activities. This position is governed by state and federal laws and agency policy.

Functions

Plans and directs the division’s management services section by establishing goals, objectives, and short and long-range plans and projects. Interviews and selects managerial and administrative support staff, provides training opportunities, evaluates the performance of incumbents, and reviews and approves managerial and staff recommendations and administrative actions. Develops and reviews operating and program policies and procedures, reviews and evaluates program effectiveness and compliance, initiates corrective action, and interprets and implements federal and state laws and regulations. Provides direction to program coordinators within the section by analyzing operations and activities and providing feedback regarding needs, improvements, and accomplishments. Provides advice and assistance to agency heads and confers with division management and other state and federal personnel regarding staff development, volunteer services, disability accessibility, job placement, and systems needs and problems. Responds to requests for information from executive and legislative officials and serves on committees or task forces to express ideas and needs or provide recommendations and solutions. Performs administrative duties by drafting or reviewing drafts of legislation and policy, identifying section needs, preparing biennial budget requests, monitoring and approving expenditures, and preparing and presenting division or program information and proposals. Performs other duties as assigned.

Minimum Qualifications

The formal education equivalent of a bachelor’s degree in public administration, general business, or a related area; plus five years of experience in rehabilitation program evaluation activities, including two years in a supervisory capacity.
