Position Summary

The Program Supervisor serves as the primary state contact between ACT and Arkansas Workforce Connection (AWC) regarding ACT WorkKeys program operations, facilitating job seekers in earning a nationally recognized Career Readiness Certificate (CRC). Additionally, it acts as the direct contact for statewide WorkKeys sites, providing support for daily program operations.  This position also works with Agency Staff field staff to offer technical assistance, and interpreting ACT WorkKeys policies and procedures. The role also includes serving as the primary CRC Proctor at the Little Rock Workforce Center, compiling test scores, and issuing certificates based on students' test attempts and results.  This position is governed by state and federal laws and agency policy

Minimum Qualifications

The formal education equivalent of a bachelor's degree in business management, general business, or related field, plus two years of experience in the programs being supervised or a related field.

Job Responsibilities and Expected Results

 

  • Serves as the primary liaison between the AWC and ACT, managing communication through oral and written correspondence, monthly team meetings, and updates provided by ACT's assigned liaison.
  • Interprets and disseminates ACT WorkKeys updates on curriculum and assessments through statewide memorandums, policies, and guidance to local WorkKeys providers.
  • Coordinates and delivers administrative WorkKeys instructions to local providers based on ACT updates.
  • Oversees the ACT WorkKeys contract, including negotiations, modifications, and collaboration with Financial Management to ensure budget alignment.
  • Maintains and updates records of active WorkKeys curriculum and testing sites, including local provider contacts and locations.
  • Facilitates the certification of site curriculum and test administrators in collaboration with ACT and local WorkKeys providers.
  • Prepares, analyzes, and submits monthly Career Readiness Certificate (CRC) performance reports.
  • Reviews and processes ACT monthly assessment invoices for payment in coordination with the State Administrative Analyst and Financial Management.
  • Conducts research to provide technical assistance to statewide WorkKeys operators, sharing findings via email, phone, and presentations.
  • Leads the development of special CRC projects and reports, ensuring effective team coordination.
  • Collaborates with internal and external units to enhance CRC operations, promotion, and outreach initiatives.
  • Addresses public inquiries related to Career Readiness Certificates.
  • Advocates for the benefits of ACT WorkKeys and CRCs to employers and job seekers.
  • Supports and mentors the State CRC Proctor and provides backup for administering WorkKeys assessments, including schedule management.
  • Verifies and inputs WorkKeys scores into Arkansas Job Link (AJL) and ensures eligibility determinations in partnership with WIOA staff.
  • Processes and distributes Career Readiness Certificates and assists in updating related materials such as brochures.
  • Monitors WorkKeys program activity and provides back-up support for the AJL Helpdesk, including account reactivation.
  • Participates in special projects and other duties as assigned.

Summary

The Department of Workforce Services (DWS) Program Supervisor is responsible for managing DWS programs. This position is governed by state and federal laws and agency/institution policy.

Functions

Manages all local office DWS program operations by setting work priorities, reviewing work of staff, acting as lead resource person for the assigned programs and ensuring programs are administered in a timely manner. Supervises office staff operations, and participates in the selection of staff. Interprets and applies United States Department of Labor and Arkansas laws, regulations and policies affecting the programs. Trains staff concerning changes in DWS policies and services. Maintains employer relations in the community by speaking to employers and organizations and serving on boards of local community action agencies, advisory committees, chambers of commerce, and workforce boards. Reviews office program operations for delivery of services that ensure proper program enrollments and suitable outcomes. Compiles reports, correspondence, and records regarding program operations. Performs related responsibilities as required or assigned.

The formal education equivalent of a bachelor's degree in business management, general business, or related field, plus two years of experience in the programs being supervised or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
