Position Summary

 

The Department of Workforce Services (DWS) Program Operations Manager will be responsible for collaborating with Unemployment Insurance Accounting and Benefit Payment Control (BPC) to address financial reporting to the Department of Labor, Legislative Audit as well as an internal senior management team. This position is required to ensure the accuracy of financial reports submitted to the Department of Labor. The position also provides data analysis of claimant overpayments, including the state and federal offset processes. This position will also be required to collaborate with the UI modernization team in the development and implementation of the Employer Charge process. This position will be required to work closely with the Area Operations Chief over Federal Reporting to provide accurate data to submit on required monthly and quarterly reports to the Department of Labor. This position is governed by state and federal laws and agency/institution policy.

Minimum Qualifications

 

The formal education equivalent of a bachelor's degree in general business, public administration, or a related field; plus, three years’ experience in personnel management, program administration, human services, public administration, or a related field.

 

 

Knowledge, Skills, and Abilities

 

  • Knowledge of state and federal laws governing Unemployment Insurance Program.
  • Ability to organize, implement, and evaluate internal processes and/or policies.
  • Knowledge of Workforce Services Programs .
  • Ability to analyze program operations , note trends, and recommend future actions improve services or correct deficiencies.
  • Knowledge of supervisory practices and procedures.
  • Ability to plan , organize, and direct the work of lower-level supervisors/ or subordinates.
  • Ability to coordinate activities and collaborate with others.
  • Ability to understand complex computer systems, and how they relate to the UI program , to become more efficient.

 

Job Responsibilities and Expected Results

 

  1. Provides advice and assistance to the Assistant Director and confers with Unemployment Insurance Accounting regarding all requirements for financial accountability with Benefit Payment Control monthly, quarterly and year -end reporting.
  2.  Develops and maintains procedures to produce accurate financial reports to the Unemployment Insurance Accounting unit. as well as quarterly and annual reports submitted to the Department of Labor.
  3. Institutes policies and procedures to review and evaluate Benefit Payment Control program effectiveness and compliance during annual audits through Legislative Audit.
  4. Monitors data in the Benefit Payment Control database and initiates data analysis to ensure accurate data submission for all internal reporting and federal reporting to the Department of Labor.
  5. Ensures compliance with USDOL Core Measures, USDOL Secretaries Standards in

Regulation and other performance measures specific to the UT program.

  1.  Provides direction to staff and other divisions by analyzing operations and activities and providing feedback regarding needs, improvements, and accomplishments, advising on projects and problems, serving as a technical resource. conducting meetings, reviewing/developing project plans and schedules and determining priorities.
  2.  Interviews and selects staff provides training opportunities, resolves problems, and evaluates the performance of incumbents.

Summary

The Department of Workforce Services (DWS) Program Operations Manager is responsible for managing the operations of specific DWS programs. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises professional and technical staff by interviewing and recommending for hire, assigning and reviewing work, training new employees, and evaluating the performance of incumbents. Oversees the operations of assigned program areas within divisions of DWS by planning, coordinating, and prioritizing work activities and monitoring work performance. Reviews written reports in assigned program areas, recommends appropriate corrective actions, and oversees and/or conducts on-site visits to monitor compliance with program guidelines. Interprets laws and regulations which affect assigned program areas and provides information on their impact to agency. Oversees training activities for staff in assigned program areas by reviewing and approving materials and instructing if necessary. Assists with budget preparation and maintenance by proposing budget needs and monitoring and approving expenditures such as travel. Proposes relevant policies and procedures, recommends changes in report forms and instructions, and implements approved changes. Makes presentations and speeches before civic clubs and organizations to inform the general public of services and DWS responsibilities. Provides technical assistance to immediate subordinates and program personnel by providing information, answering technical questions, and resolving complaints. Performs other duties as assigned.

Knowledge of state and federal laws regulating specialized DWS program areas. Ability to plan, organize, and oversee the work of subordinates. Ability to evaluate program effectiveness and modify as necessary. Ability to interpret and apply federal and state laws and regulations. Ability to prepare and present oral and written information and reports. Ability to review written reports, recommend corrective action, and oversee compliance investigations.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in general business, public administration, or a related field; plus three years experience in personnel management, program administration, human services, public administration, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
