Arkansas Development Finance Authority is accepting applications for the ADFA Sr. Compliance Monitoring Specialist.

 

SUMMARY: The Sr. Compliance Monitoring Specialist will annually request, monitor and maintain various ADFA program status reports; receive, review and monitor pre-released and fully released land use restriction agreements, foreclosures and applicable reporting; review and maintain current HOME agreements; maintain housing compliance program spreadsheets and applicable program files.  Assist in completing and maintaining compliance data in   ADFA’s Tenant Data Tracking Software. Monitors ADFA recipients and performs other duties as assigned.

 

TYPICAL FUNCTIONS:  Maintains spreadsheets for all ADFA housing programs to be monitored, determines annual projects to be audited within the Compliance Department and assigns them to compliance audit staff.  Reviews compliance audits for accuracy, monitors required follow up through completion.  Sets up workflows for Annual Audits, AOC’s, and annual document updates.  Reviews monthly software reports to ensure completion of required annual audits, receipt of annual certifications and required document uploads.  Prepares board reports containing quarterly updates of audits completed and prepares the billing for non-compliance and monitoring fees incurred due to the file and physical audits.  Reviews and approves management change requests and prepares and presents Action Memos at Housing Review Committee Meetings for final approval. Investigates all Fair Housing Issues presented to ADFA Compliance Department.

 

Provides technical assistance regarding the regulation of multiple housing sources. Researches appropriate guidelines, reviews source materials, and interprets Housing/IRS guidelines, and advises property owners, managers, tenants and the public. Participates in Board meetings and workshops as needed.  Performs other duties as assigned.

PREFERRED QUALIFICATIONS:

Certified Credit Compliance Professional or have at least 4 years Compliance experience 

Comprehensive knowledge of rules, regulations, and procedures pertaining to the LIHTC, HOME and other Federal housing programs

Knowledge of record keeping procedures

Knowledge of basic math

Knowledge of HQS and UPCS inspection standards

Ability to analyze documents and determine program compliance

Ability to communicate effectively both orally and in writing

Ability to work effectively with diverse clients

Ability to interpret federal or state statutes, rules, and regulations

Ability to research other source materials

Proficiency in Microsoft Office tools (Word, Outlook, Excel, PowerPoint)

 

MINIMUM QUALIFICATIONS:  The formal education equivalent of a bachelor's degree in accounting, real estate, finance and banking, or a related field; plus, three years’ experience in a support function and/or certifications related to the department for which the position is located.

Summary

The Arkansas Development Finance Authority (ADFA) Finance Program Analyst is responsible for analyzing program operations, making recommendations, and performing actions to improve programs. This position is governed by state and federal laws and agency/institution policy.

Functions

Provides technical assistance and monitoring for agency programs, following state and federal law. Develops program objectives and methods of administration, and explains benefits of the program. Provides detailed analysis of ADFA program requirements and services to agency personnel, board members, and the general public. Assists in designing and implementing program review processes. Researches information and prepares support material for agency programs. Maintains resource files on programs for utilization by the general public. Provides statistical information on matters relevant to the agency's business. Ensures proper accounting for the agency's programs. Prepares agency's and/or program's annual and biennial budget. Participates in preparation of ADFA's Consolidated Plan & Impediments to Fair Housing Study. Performs other duties as assigned.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in accounting, real estate, finance and banking, or a related field; plus three years experience in a support function and/or certifications related to the department for which the position is located. Other job related education and/or experience may be substituted for all or part of these basic requirements. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
