Position Summary
The position will be primarily responsible for all accounts payable directing the operations of various fiscal division programs by developing and establishing work priorities and standards of performance, reviewing, and approving managerial decisions. This position is governed by Generally Accepted Accounting Principles, state and federal laws and agency policy.
Preferred Qualification
Knowledge of computers and computer software such as Microsoft Office (Outlook, Excel, and Word). Experience with AASIS Software or SAP-based software. Experience using SAVA fleet management software.
Job Responsibilities and Expected Results
1. Review open items for any errors.
2. Provide various reports, including Y-voucher at state year end closing to the Chief Fiscal Officer.
3. Work with Agency Managers to resolve any fiscal issues.
4. Review and post parked documents in AASIS, ensuring supporting documentation in attached.
5. Research any accounts payable/accounts receivable issues.
6. Research and resolve vendor issues and/or complaints.
7. Supervise, direct and assist finance staff as needed.
8. Process all voids and reissue of checks to DFA.
9. Oversee P-card, T-card, WEX issuance, training and policy requirements.
10. Monitor expenditures, procedures and internal controls for compliance.
11. Monitor ars.purchasing@arkansas.gov, ars.accounts.payables@arkansas, dsb.purchasing@arkansas.gov email to ensure invoices are paid in timely fashion.
12. Release and unblock documents in AASIS as needed.
13. Create WBS elements and internal order numbers in AASIS as needed.
14. Monitor that desk references exist for all tasks in fiscal unit on SharePoint.
15. Perform other duties as assigned.

Summary
The Accounting Operations Manager is responsible for participating in the overall management of accounting operations of an organization. This position is governed by state and federal laws, Generally Accepted Accounting Principles (GAAP), and agency/institution policy.
Functions
Provides supervisory guidance to a subordinate supervisory, professional, and para-professional staff by establishing work plans and staff assignments, resolving difficult or complex problems, reviewing work performed, and evaluating employee performance. Analyzes business systems and develops methods for enhancing services, provides implementation leadership and training for new technologies and system enhancements, and advises upper level management on risk management services to investigate and prevent financial losses. Monitors investments for proper accounting methods, evaluates and troubleshoots systems to identify and provide solutions for problems, and makes recommendations regarding procedures, internal controls, and security issues. Establishes and maintains general ledgers on departmental operations, calculates and allocates funds for new and existing accounts or projects, develops forms and documents for special accounts, reviews posted entries to general ledgers and subsidiary accounts, balances accounts periodically, and closes books as needed. Prepares spreadsheets and database files from automated information systems for use in advising upper level management in resource allocation, tax strategies, and budget forecasts. Researches accounting issues and problems, compiles reports, advises upper level management on appropriate accounting and business practices and new or revised techniques or systems, and participates in long and short range planning regarding organizational fiscal control. Compiles budgetary reports for fiscal managers, meets with departmental managers to discuss budgetary reports, and provides advice on budgetary guidelines or other financial reporting matters. Provides technical assistance to management, staff, and the general public by providing information on regulations and procedures governing accounting practices and programs that comply with governmental regulations. Performs other duties as assigned.

Ability to supervise a subordinate supervisory, professional, and para-professional staff engaged in accounting activities. Ability to interpret and apply the provisions of laws, rules, or policies to accounting transactions. Ability to analyze data, project outcomes, and develop and implement procedures and systems for coordinating and controlling diverse financial activities. Ability to provide guidance and technical assistance to upper level management, staff, and the general public and participate in long and short range planning concerning accounting operations. Ability to monitor and evaluate the effectiveness of accounting systems and controls, identify problems, and devise corrective actions.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in accounting; plus four years of experience in accounting, financial management, fiscal administration, or a related area, including two years in a managerial or supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
