Preferred Qualifications:

Bachelor's degree in accounting or finance is preferred.
Five years experience in financial accounting, analysis or auditing is preferred.
Two years supervisory experience is preferred.

This position's job duties include oversight in the hospital reimbursement program including per diem rate setting, cost settlements, hospital Upper Payment Limit payments, DSH payments, Graduate Medical Education payments and Inpatient Quality Incentive payments. Other duties include managing the Imposition and collection of hospital and ambulance provider tax assessments that are used to fund supplemental payments. This position also manages the FQHC cost settlement process, They also manage the rate setting for other fee for service Medicaid programs Including ambulatory surgery centers, hospice, and chiropractor. They assist in writing of State Plan Language, provider manual and provider notices related to Institutional reimbursement changes.

This position is responsible for directing the activities of the Institutional and Non-institutional Provider Reimbursement Unit within the broader Provider Reimbursement Unit. The position ensures the timely and accurate processing of Medicaid provider supplemental payments. This position ensures that annual rate updates are completed in a timely manner. The activities performed by this position are critical in the Medicaid program. This position's job duties cannot be dispersed and absorbed to existing staff members. Filling this position is vital to the Division's ability to manage the program.

Job Summary

The Accounting Coordinator is responsible for coordinating and overseeing a variety of accounting functions within a department. This includes managing financial records, supporting budgeting processes, preparing reports, ensuring compliance with regulations, and coordinating with other departments to ensure efficient and accurate financial operations. The position is responsible for providing guidance and support to accounting staff and assisting management in making informed financial decisions.

Primary Responsibilities

Oversee the preparation and maintenance of financial records, ensuring the accuracy and completeness of all accounting transactions. Coordinate the preparation of monthly, quarterly, and annual financial reports, ensuring compliance with state regulations. Coordinate accounts payable and accounts receivable processes, ensuring accuracy, timeliness, and adherence to policies. Ensure that all financial processes and transactions comply with applicable state, federal, and departmental regulations. Provide oversight and guidance to junior accounting staff, ensuring proper training and adherence to accounting procedures and policies. Work with auditors to provide necessary information and respond to audit inquiries.

Knowledge and Skills

Solid knowledge of accounting principles, financial reporting, and budgeting processes. Ability to analyze financial data, identify trends, and provide actionable insights for decision-making. Proficiency in managing accounts payable and receivable processes and verifying financial transactions. Understanding of state and federal financial regulations and ability to ensure adherence to these standards. Advanced proficiency in accounting software (e.g., PeopleSoft, QuickBooks, Microsoft Excel) and other financial management tools.

Minimum Qualifications

A Bachelor’s degree in Accounting, Finance, Business Administration, or a related field from an accredited college or university, plus 3 years of accounting experience.

Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
