Summary

The Department of Transformation and Shared Services Statewide Program Specialist is responsible for performing specialized duties within a program or project and providing technical assistance to state agencies and institutions of higher education regarding the area of expertise. This position is governed by state and federal law and agency/institution policy.

Functions

  • Discusses routine and non-routine issues and problems with departments. 
  • Reviews, analyzes, and processes requests; meets with requestors to ascertain additional information or reasoning for request or action.  Interprets and disseminates legislation, policies, and procedures, and ensures department compliance through review of organizational structures or activities.
  • Provides technical assistance on a wide range of topics and issues which may relate personnel procedures, best business practices, fiscal laws and regulations, and compliance with established state guidelines.
  • Participates in the review and development of legislation, policy, procedure, action, and guidance in the area of expertise, including accounting, budgeting, and human resource management.
  • Coordinates routine and non-routine process requests and actions with other TSS offices and sections.
  • Assists agencies and institutions of higher education with requirements and justification; prepares or enters system information, including Arkansas Administrative Statewide Information System (AASIS), Planning, Budgeting, and Administrative System (PBAS), etc.
  • Performs analytical reviews of  requests to ensure the accuracy of data and the diagnosis and appropriate corrections/resolutions of problems
  • Responds to executive and legislative information requests and represents office at meetings as required or requested.
  • Prepares written and electronic communication items for departments.
  • Represents office at meetings inside department and externally.
  • Performs other duties as assigned.

Dimensions

May require occassional in-state and out-of-state travel.

Knowledge, Skills and Abilities

  • Knowledge of state and federal laws and regulations relating to area of expertise.
  • Knowledge of the principles, methods, and practices of public administration and program development.
  • Knowledge of accounting and financial management, budget management, and/or human resource management.
  • Knowledge of state accounting, budgetary, human resource, and payroll policies and procedures.
  • Knowledge of information technology systems related to area of expertise.
  • Ability to interpret and apply laws, rules, regulations, executive orders, policies and procedures.
  • Ability to evaluate the effectiveness of systems, programs, policies, procedures, and guidelines.
  • Ability to plan, coordinate, and evaluate assigned activities engaged in a broad range of functions.
  • Ability to utilize information technology systems related to area of expertise.
  • Ability to prepare and present oral and written information and reports.
  • Ability to prepare proposed legislation, policies, and procedures for the implementation and administration of area of expertise.
  • Ability to interpret, analyze, and resolve highly complex administrative, financial, and human resource problems and issues.

Minimum Qualifications

The formal education equivalent of a bachelors degree in personnel management, public administration, business administration, or a related area; plus one year of progressively more responsible experience in personnel/human resource management or a related area.

Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
