Summary

The Department of Transformation and Shared Services (TSS) State Personnel Analyst supports the development, implementation, and administration of classification and compensation programs. This role involves assisting assigned agencies with personnel-related matters, providing guidance on policies and procedures, and supporting budget processes related to compensation and staffing. The analyst conducts job evaluations, salary studies, and ensures compliance with applicable laws and regulations while working collaboratively with other personnel.

Functions

  • Assist in reviewing and analyzing job classifications and salary structures.
  • Conduct job evaluations and market research to determine appropriate pay scales.
  • Support the development and maintenance of classification and compensation policies.
  • Assist in salary surveys and benchmarking efforts.
  • Advise assigned agencies on HR policies, procedures, and best practices.
  • Assist with interpreting and applying personnel policies, labor laws, and regulations.
  • Help agencies resolve classification and compensation-related inquiries.
  • Assists agencies with personnel related budget requests.
  • Maintain accurate records and support audits as needed.

  • Proficiency in Microsoft Excel, HRIS, and data analysis tools.

  • Ability to work independently and collaboratively with various stakeholders.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in Business Administration, Personnel Management, English, Public Administration, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
