Position Summary

 

The Division of Workforce Services (DWS) Field Manager II is responsible for directing the operation of a DWS local office or an Arkansas Workforce Center. This position is governed by state and federal laws and agency policy.

 

Education and Professional Work Experience

 

Minimum Qualifications

The formal education equivalent of a bachelor's degree in general business, management, public administration, or a related field; plus, four years of experience involving DWS program operations or a related field, including two years in a supervisory or leadership capacity.

 

Knowledge, Skills, and Abilities

 

  • Knowledge of supervisory practices and procedures.
  • Knowledge of  United States Department of Labor statutes and regulations and State of Arkansas laws, rules, and regulations governing DWS programs and services.
  • Knowledge of the principles and practices of organizational management.
  • Knowledge of general office practices and procedures.
  • Ability to compile data and prepare written reports. 6. Ability to make public presentations.
  • Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinates.
  • Ability to interpret and apply DWS laws, regulations, and procedures for the various programs administered.

 

Job Responsibilities and Expected Results

 

  1. Supervises a large clerical and professional staff by interviewing, recommending hiring, approving/disapproving leave requests, administering discipline, and evaluating the performance of incumbents.
  2. Administers the Employment Services program to the public by attending meetings on new policy and procedures of programs, interpreting policies and procedures, communicating changes in policies and procedures to staff, and ensuring veteran program compliance.
  3. Monitors reports, queues, and other program information to ensure staff are complying with state and federal laws as well as agency policies for all programs administered by ADWS.
  4. Promotes a positive public image and good working relationships with employers, community organizations, and the public by speaking to employers and community groups, resolving complaints, and providing information.
  5. Directs overall operations of a Division of Workforce Services local office to coordinate delivery of services by planning staff work assignments, directing supervisory personnel in work activities, reviewing staff work assignments, and managing resources and personnel within constraints of funding and staff allocation.
  6. Administers discipline and recommends personnel action based on the Disciplinary Handbook and agency policies and procedures.
  7. Monitors the financial operation of the local office by reading monthly computer reports to review expenditures, approving travel expense vouchers, and reviewing purchase requisitions. Compiles and writes reports and correspondence. Compiles records regarding local office operations by completing forms and reviewing reports and records for errors.
  8. Serves on boards of local community action agencies, advisory committees, Chamber of Commerce, and Local Workforce Board.
  9. Monitor and initiate the agency's Inclement Weather policy via discussion with the assigned Area Operations Chief
  10. Complies with agency-wide security program to safeguard confidential information and ensures staff are following the policy.
  11. Complies with all Federal, State, City, and ADWS staffing requirements (IE-DOL, ADA, EEOC, Building Authority, Fire and Security protocols and ADWS dress codes).
  12. Accountable for ADWS assigned inventory and supplies, as well as prepares receiving reports for items purchased through procurement.
  13. Oversees building and parking lot maintenance, as well as making sure building has adequate data lines. Must be familiar with lease and vendor agreements.
  14. Monitors the performance of janitorial service to ensure compliance with contracts.
  15. Maintains knowledge of labor market data specific to the local area as well as the service delivery area.
  16. Performs other duties as assigned.

Administers and ensures compliance in the Employment Service, Unemployment Insurance, Transitional Employment Assistance, Work Pays, Trade Adjustment Assistance, Veterans Program, Dislocated Workers Program, Work Opportunity Tax Credit, and other Department of Workforce Services Programs by attending meetings on new policy and procedures of programs, and interpreting and communicating changes to staff. Maintains a good working relationship with employers, community organizations, partner agencies, and the public, by speaking to employers and community groups, resolving complaints, and providing information. Directs overall operations of a DWS local office, to coordinate delivery of services, by managing resources and planning and reviewing staff work assignments and activities. Monitors the financial operation of the local office by analyzing monthly financial data pertaining to expenditures, approving travel expense vouchers, and reviewing purchase requisitions. Writes and compiles correspondence and reports regarding local office operations by completing forms and reviewing reports. Serves on boards of local community action agencies, advisory committees, chambers of commerce, and workforce boards. Performs other duties as assigned.

Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
