The mission of the Department of Labor and Licensing is to protect the health, safety and welfare of the general public and the wage earners of Arkansas through the administration, enforcement and provision of services related to licensing, permitting, code enforcement, and employment as authorized by Arkansas law.

 

Qualified applicants for this position must possess an Arkansas Class A or Class B HVAC license or equivalent license from another state.

Summary

The Heating, Ventilation, Air Conditioning and Refrigeration (HVACR) Mechanical Inspector is responsible for conducting inspections and investigations of commercial, public, and private buildings to assure compliance with HVACR codes, standards, and public health laws. This position is governed by state and federal laws and agency policy.

Functions

Conducts on-site inspections of new and existing HVACR installations in commercial, public, and private buildings to verify the use of proper materials, current licenses, and applicable permits. Recommends corrections for deficiencies and/or violations. Provides assistance to local governing bodies in developing an effective HVACR inspection program by interpreting codes, regulations, work procedures, and techniques and by training new inspectors for program consistency. Monitors local city inspection programs to establish and maintain effectiveness in program development. Provides training for local city inspectors and assists with problem solving. Compiles and submits weekly inspection activity reports for supervisor's review and maintains records of inspection rescheduling and follow-up for the preparation of materials requested by prosecutors and attorneys. Investigates the validity of data on applications for licensing to certify the meeting of requirements for examination eligibility. Provides assistance in the administering, scoring, and updating of written and practical performance HVACR licensing examinations and recommends applicants passing examination for licensure. Tests new products for compliance with standards, conducts investigations and experiments for the advancement of technical knowledge and practicability, and analyzes current and proposed standards for cost effectiveness. Performs other duties as assigned.

Dimensions

Frequent in-state travel is required.

Knowledge, Skills and Abilities

Knowledge of state and federal laws and regulations governing HVACR practices. Knowledge of investigation standards and procedures. Knowledge of HVACR licensing requirements and regulations. Ability to conduct on-site investigations to determine compliance with laws and public health standards. Ability to prepare and present technical oral and written reports. Ability to administer, score, and update licensing examinations. Ability to review HVACR plans for compliance and recommend necessary changes. Ability to train inspectors on HVACR codes and procedures.

Minimum Qualifications

The formal education equivalent of a high school diploma; plus five years of experience in the HVACR industry.

Licenses

Must possess licensure of an HVACR Class A or Class B by the Department of Health - HVACR Licensing Board in accordance with ACA 17-33-303. Must possess a valid Arkansas driver’s license.
