Job Summary

The Health Program Manager is responsible for leading, managing, and evaluating high-level public health programs or a portfolio of related programs within the Arkansas Department of Health (ADH). This position provides executive-level oversight, develops long-range strategic plans, ensures fiscal accountability, and supervises teams of supervisors, program coordinators, and subject matter experts.

Primary Responsibilities

Plan, direct, and manage large-scale or high-impact public health programs, initiatives, or services affecting statewide or multi-regional populations. Supervise and support subordinate staff, including Health Program Supervisors/Experts, Coordinators, and Specialists, ensuring high standards of performance and professional development. Develop and implement strategic plans, performance metrics, and operational frameworks for assigned programs. Manage complex program budgets, ensuring responsible allocation of federal, state, and grant funds in compliance with applicable financial and reporting regulations. Provide leadership on public health policy development, data-driven decision-making, and legislative engagement relevant to the program's focus. Oversee the preparation of grant proposals, annual reports, program evaluations, and federal submissions. Monitor and ensure compliance with all relevant public health laws, grant requirements, and regulatory standards.

Knowledge and Skills

Expert knowledge of public health systems, policies, and population health strategies. Advanced experience in program management, including budgeting, strategic planning, and policy development. Proficiency in using and interpreting programmatic data to inform decisions.  Ability to lead and oversee federal grant and contract administration. Strong understanding of state and federal health regulations, public funding mechanisms, and compliance frameworks.

Minimum Qualifications

A bachelor’s degree in public health, health science, social work, education, public administration, or a closely related field, plus five (5) years of experience in public health, program coordination, or health education, plus two (2) years of supervisory experience.
