Summary
The Arkansas Department of Health (ADH) Laboratory Manager is responsible for providing technical direction and supervising laboratory activities. This position is governed by state and federal laws and agency/institution policy.
Functions
Supervises a large technical, administrative, and professional staff by interviewing and recommending for hire, training employees, scheduling and reviewing work, and evaluating the performance of incumbents. Provides technical direction for laboratories by analyzing and interpreting state and federal laws and regulations regarding laboratory functions and developing goals, objectives, policies, and procedures for operating and maintaining laboratories. Monitors state health laboratory activities by testing, analyzing, and approving sample collection, reviewing laboratory procedures, and taking corrective actions when deficiencies are identified. Prepares budget for laboratory, determines requirements for new equipment and supplies, prepares bid specifications, and maintains inventory. Maintains laboratory files relative to productivity, inventory, quality control review, test types, and special programs, and prepares required reports. Develops and conducts laboratory training programs for laboratory staff of local health units and clinics in area of expertise. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of state and federal laws and regulations relating to chemical or microbiological laboratory regulations. Knowledge of chemical testing methods and operations of a health chemical laboratory. Knowledge of standard and specialized laboratory equipment. Ability to perform chemical analysis of organic and inorganic substances using standard and specialized laboratory equipment. Ability to conduct research and develop and evaluate analytical methods for specialized chemical tests. Ability to analyze tests, prepare reports, and testify to test results in court. Ability to evaluate and modify laboratory procedures. Ability to plan, organize, and oversee the work of subordinates.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in chemistry, microbiology, or a related field; plus four years of experience in a chemical laboratory, including one year in a health chemical laboratory and one year in a leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
